Service interruption via recursive pipeline webhooks

Uncontrolled recursion in GitLab 8.11 through 12.8.1 allows remote attackers to interrupt service through recursive feature requests. A pipeline-event webhook can call the same GitLab instance's API, which triggers another pipeline event and repeats the request cycle without a recursion guard. Exposure requires recursive webhook and pipeline behavior, and the resulting loop exhausts server resources until service is interrupted.
