Private merge request title disclosure via pipeline widget

Information disclosure in GitLab 12.3.5 through 12.8.1 allows remote attackers to read private merge request titles through pipeline views. PipelinePresenter#all_related_merge_requests returns related merge requests without verifying read access, and the pipeline widget renders their titles. Exposure requires a restricted public project's visible pipeline or Guest access to a private project's pipeline and reveals titles only.
