Service interruption via duplicate Bluetooth DLE requests

Improper input validation in Zephyr RTOS 1.14.0 and later allows attackers to interrupt service via malformed Bluetooth DLE traffic. The Bluetooth controller's DLE state machine accepts a second LL_LENGTH_REQ in the same connection interval before its response is acknowledged and mishandles the duplicate. An established Bluetooth Low Energy connection and precisely timed duplicate requests are required; the resulting incorrect controller state interrupts Bluetooth service.
