Administrator account creation via unbound CSRF token

Privilege escalation in GeniXCMS 1.1.7 allows remote authenticated users to create an administrator account through a crafted page. The user-management endpoint accepts any valid anti-CSRF token without verifying that it belongs to the administrator session authorizing the request. Exploitation requires an administrator to visit the crafted page, which submits the account-creation request with the attacker's low-privilege token.
