Arbitrary file reads via mount-point link abuse

Information disclosure in Microsoft Windows 10 and Windows Server 1903 and 1909 allows local users to read arbitrary files. Connected User Experiences and Telemetry Service follows an attacker-created mount point and hard links, causing its privileged file operation to grant read access outside the intended location. Low-privileged local access is required; the consequence is unauthorized file reads without reported modification or service interruption.
