Local privilege escalation via unchecked netd IPC

Missing authorization in Android 10 NetworkManagementService allows local users to escalate privileges through a system IPC call. An unprivileged app can call setIPv6AddrGenMode without the Network Stack permission check, causing NetworkManagementService to forward the request to netd. No user interaction is required; the exposed netd operation can switch IPv6 address generation to stable privacy mode but cannot select EUI-64.
