Local privilege escalation via implicit PendingIntent

Local privilege escalation in Android 10 Framework allows local users to perform actions with System UI privileges through a crafted app. KeyguardSliceProvider.onCreateSliceProvider creates its primary Slice action with a System UI PendingIntent containing an empty implicit Intent, leaving the action destination unspecified. Exploitation requires a local malicious app but no user interaction, and resulting actions execute with System UI authority.
