Local privilege escalation via unguarded notification simulation

Missing authorization in Android 9 and 10 NotificationManagerService allows local users to gain privileges through fake system notifications. The simulatePackageSuspendBroadcast method generated package-suspension broadcasts without restricting callers to the system or shell. A local app needs no additional execution privileges or user interaction and can present notifications with system identity.
