Lock-screen key access via unchecked state toggle

Missing authorization in Android 9 and 10 Keystore allows local users to use keyguard-bound keys while the screen is locked. The onKeyguardVisibilityChanged handler in key_store_service.cpp accepts unprivileged calls that toggle Keymaster's locked state after first unlock. Any installed app can trigger the transition without extra execution privileges or user interaction, exposing key operations intended to require an unlocked screen.
