Local privilege escalation via unchecked system-package names

Incorrect authorization in Google Android 9 and 10 PackageManagerService allows local users to gain additional privileges without interaction. Configuration-derived package names were accepted as system packages without ensureSystemPackageName verifying that the resolved application carried the system flag. A user-privileged app can exploit affected package-management paths locally; public records do not identify the exact permissions gained.
