Local tethering activation via unchecked caller identity

Privilege escalation in Android 10 allows local users to activate Bluetooth tethering without the required permission. PanService.setBluetoothTethering accepts a caller-supplied package name without verifying that the calling UID owns it and holds the required permission. A local app needs no additional execution privileges or user interaction; successful exploitation only enables Bluetooth tethering.
