Local privilege escalation via unprotected Wi-Fi broadcasts

Missing authorization in Android 10's Wi-Fi framework allows local users to escalate privileges through crafted framework broadcasts. WifiNetworkSuggestionsManager accepts Suggestion API and MAC-randomization broadcasts because AndroidManifest.xml fails to mark them as protected. Any third-party application can transmit the broadcasts without user interaction, causing permission revocation and privilege gain within the device.
