Local SIM information disclosure via unchecked query

Missing authorization in TelephonyProvider on Android 8.0, Android 8.1, and Android 9 allows local users to read SIM card information. The query method excludes URL_SIMINFO from its existing APN permission checks without applying the SIM-information read permission, then returns rows from SIMINFO_TABLE. Any installed app can issue the local content-provider query without user interaction, exposing sensitive SIM identifiers but not write access.
