Administrator account creation via CSRF

Cross-site request forgery in Wowza Streaming Engine 4.8.0 and earlier allows remote attackers to alter administrator settings via crafted links. The enginemanager/server/user/edit.htm Server->Users endpoint accepts state-changing requests without verifying an anti-CSRF token, so a logged-in administrator's browser can submit an unwanted new-admin action. Exploitation requires administrator authentication and link activation; impact is unauthorized configuration and account changes rather than direct service interruption.
