Root shell access via duplicate account creation

Improper access control in Moxa AWK-3131A Series firmware 1.13 allows remote authenticated users to obtain a root shell via account settings. The iw_webs account-creation path accepts an existing service-account name and replaces that account's password instead of rejecting the duplicate. Low-privilege web access is sufficient to reset the news account, create another root-permission account, and reach an unrestricted shell after reboot.
