Process memory corruption via undersized sanitized-URL allocation

Buffer overflow in Manu Garg Pacparser before 1.4.0 allows local users to overwrite process memory through a crafted URL. pacparser_find_proxy allocates its temporary script using the original URL length, then appends a longer URL after replacing each single quote with %27. A local caller that controls the URL can write beyond the heap allocation and corrupt or crash the calling process.
