Local process crash via uninitialized descriptor dereference

Denial of service in the pnet crate before 0.27.2 allows local users to crash a consuming process through ICMP iterator use. The next_with_timeout path in pnet::transport::IcmpTransportChannelIterator dereferences an uninitialized file descriptor after erroneous compiler optimization, causing a segmentation fault. Exploitation requires local high-privileged access and the affected optimized build path; the bounded consequence is termination of the consuming process.
