Worker-process crash via empty Cookie key

Denial of service in ModSecurity 3.x before 3.0.4 allows remote attackers to crash a worker process via a Cookie header with an empty key. The key-value parser indexes position zero of the empty cookie-name string, raising an uncaught std::out_of_range exception that aborts the worker. An unauthenticated HTTP request is sufficient; the demonstrated consequence is termination of the handling worker and its connection, not corruption or code execution.
