Administrative configuration disclosure via unauthenticated REST endpoint

Missing authentication in Scytl sVote 2.1 allows remote attackers to retrieve administrative configuration through the sdm-ws-rest API. PreconfigurationResource exposes its POST handler at /sdm-ws-rest/preconfiguration without an authentication check and returns administration-board and election-event configuration. The admin portal is enabled by default, so network access to the endpoint is sufficient to disclose the configuration without credentials.
