Authenticated service crash via unchecked nonce slicing

Bounds error in Istio Pilot before 1.5.0-alpha.0 allows remote authenticated users to crash istio-pilot with a crafted HTTP GET request. The getResourceVersion function slices the attacker-controlled nonce to 12 bytes without first checking its length, so a shorter value triggers a Go runtime bounds panic. Access to the Pilot debug API is required, and exploitation interrupts the control-plane application without reported data disclosure or modification.
