File disclosure via world-readable local storage permissions

Improper file permissions in Mattermost Server before 5.18.0 allow local users to read files stored on the server's local filesystem. The config.FileStore SetFile method creates stored files with mode 0777, granting every local account read access instead of restricting access with mode 0600. Exploitation requires a local account on a server using local file storage, and the consequence is disclosure of files written through that method.
