Application crash via undersized SCTP parameters

Out-of-bounds reads in usrsctp before 2019-12-20 allow remote attackers to crash an application via a malformed SCTP INIT chunk. The sctp_load_addresses_from_init function accepts parameter lengths smaller than an SCTP parameter header, causing reads beyond valid chunk data. A target application must process the crafted chunk; no privileges are required, but user interaction is required, and no data disclosure or modification is reported.
