Incorrect access control in GitLab CE and EE 11.4 through 12.6.1 allows remote authenticated users to publish reviews on locked merge requests. The review-submission path publishes pending draft comments without rechecking whether the user can create notes after the merge request is locked. A project user with an existing pending review can therefore add comments despite the lock, altering discussion state without broader confidentiality or availability impact.
