Local credential disclosure via world-readable configuration

Information disclosure in SchedMD Slurm before 18.08.9 and 19.x before 19.05.5 allows local users to read database credentials. The slurm.spec and slurm.spec-legacy packaging scripts install slurmdbd.conf.example with mode 0644 instead of 0600, and some packages carry those world-readable permissions to slurmdbd.conf. A local account on a primary or backup database-daemon host can read the file when affected packaging preserves the mode, exposing the configured MySQL username and password.
