Discussion denial of service via malformed Markdown links

Denial of service in GitLab EE 12.3 and later allows remote authenticated users to disrupt issue and commit discussions via comments. A comment containing a Markdown link with a character above U+FFFD causes discussions.json to return HTTP 500 instead of rendering the thread. An account able to comment on a public project can make issue discussions unreadable and can also block commit comments and diffs from every viewer.
