Project activity disclosure via stale Todo recipients

Incorrect access control in GitLab EE 12.3 through 12.5 allows remote authenticated users removed from a project to receive its Todos. Under specific circumstances, Todo recipient selection fails to exclude former project members after project access is revoked. A valid account and prior project membership are required, and the bounded consequence is disclosure of project activity represented by those notifications.
