Arbitrary victim-context actions via missing CSRF protection

Cross-site request forgery in Harbor 1.7.0 through 1.8.5 and 1.9.0 through 1.9.2 allows attackers to perform victim-authorized actions. The Harbor web interface accepts state-changing cross-site requests without anti-CSRF protection, applying the logged-in victim's session authority. An authenticated user must be lured to an attacker-controlled site; resulting actions carry that user's or an administrator's platform privileges.
