Administrator takeover via under-authorized email change

Privilege escalation in Harbor before 1.8.6 and 1.9.0 through 1.9.2 allows remote authenticated users to take over an administrator account. The user-update API accepts a normal user's request to replace another user's email address without enforcing the required permissions and resource scope. The attacker must hold a normal account, then can assign a controlled email address and use password reset to gain that administrator's access throughout the project.
