User impersonation via READ authentication reuse

Authentication bypass in HTCondor 8.8.0 through 8.8.6 and 8.9.0 through 8.9.4 allows remote authenticated users to impersonate job owners. The condor_schedd accepts write operations after authentication with a method permitted for READ access instead of enforcing the configured WRITE method policy. ALLOW_READ authorization and authentication are required; when the READ list includes CLAIMTOBE, users can submit or remove jobs as another user.
