Remote code execution via upload blacklist bypass

Rock RMS before 8.10 and 9.0 through 9.3 allows remote attackers to execute ASPX code through an unrestricted file-upload validation flaw. The upload handler relies on a file-extension blacklist that accepts dangerous ASPX content when trailing spaces and periods are appended to the filename. An unauthenticated network attacker can upload executable code; deployments running as LocalSystem can suffer application-level remote code execution.
