Authentication bypass in Cisco Data Center Network Manager before 11.3(1) allows remote attackers to gain SOAP API administrator access. A static encryption key shared across installations lets a forged session token pass SOAP endpoint authentication. No credentials or user interaction are required; the token grants administrative API actions, including configuration-changing operations.
