Authentication bypass in Cisco Data Center Network Manager before 11.3(1) allows remote attackers to gain administrative REST API access. The REST API accepts session tokens encrypted with a static key shared across installations, allowing attackers to forge a valid token. Network access to the REST API is sufficient; a forged token permits arbitrary administrative API actions without valid credentials.
