System-folder account creation via unchecked user IDs

Improper input validation in Nextcloud Server 15.0.7 allows remote authenticated users with group-admin rights to create system-folder IDs. The user-creation path accepts a supplied account ID without rejecting values reserved for server-managed folders, causing the account path to collide with a system directory. Group-admin access is required, and Nextcloud has not published which data or service operations become possible after the collision.
