Private project metadata disclosure via issue moves

Information disclosure in GitLab CE and EE before 12.1.12, 12.2.6, and 12.3.2 allows remote attackers to read private project metadata. The issue-move path carries private labels and the source project's namespace into the destination issue, and the API serializer returns those retained values after the issue enters a public project. Exposure requires an issue to move from a private project to a public project; the resulting disclosure is limited to private labels and the private namespace.
