Improper authorization in affected Moodle LMS releases allows remote authenticated users to create course activities without required permissions. The single-activity course format's course_format_options method exposed every supported activity type without checking its module-specific addinstance capability. Exploitation requires an account allowed to create a single-activity course, and the integrity impact is limited to adding an activity type that the assigned role cannot normally create.
