Host environment disclosure via consul-template fallback

Information exposure in HashiCorp Nomad 0.5.0 through 0.9.4 allows remote attackers to read host environment variables through task templates. In client/allocrunner/taskrunner/template, templateRunner supplied task variables without masking the Nomad client process environment, so consul-template resolved missing names from the host process. Exploitation requires permission to submit a job containing a template stanza, and disclosure is limited to variables present in the client process environment.
