Arbitrary file overwrite via in-stream marks path

Path traversal in Microsoft Git before 2.24.1 allows local users to overwrite arbitrary files through a fast-import stream. The fast-import parser accepts an export-marks path from an untrusted in-stream feature command, then opens and truncates that path when writing the marks table. Exploitation requires an attacker-controlled fast-import stream, such as one consumed by a remote helper, and filesystem permissions limit which files can be replaced.
