Comment denial of service via oversized link path

Denial of service in GitLab Community and Enterprise Edition 11.10 through 12.0.2 allows remote authenticated users to block issue comments. The issue-comment notes endpoint accepts a Markdown link with an extremely long repeated path, and subsequent comment fetching fails while repeated requests exhaust server CPU. Any account able to comment on an issue can trigger the client-side outage, while sustained requests can degrade availability for all users.
