Fund theft via unchecked channel funding output

Incorrect access control in ACINQ Eclair 0.3 and earlier allows remote attackers to steal channel funds via an invalid funding transaction. Eclair confirms that the funding transaction exists but fails to verify that its output funds the agreed channel. A malicious peer needs only to open a channel; after confirmation, it can spend the purported funds and leave the victim's close transactions invalid.
