Fund loss via underfunded channel acceptance

Improper channel validation in Lightning Labs lnd 0.7.0 and earlier allows remote attackers to cause loss of funds via invalid channels. After an inbound channel confirms, lnd fails to verify that the funding output value matches the negotiated channel amount, so it accepts an underfunded channel as valid. An attacker must operate a modified peer and route payments through that channel; the victim cannot close the invalid channel to recover the credited incoming value.
