Stored XSS via unsanitized alert action names

Stored XSS in SolarWinds Network Performance Monitor 12.3 and NetPath 1.1.3 allows remote authenticated users to execute scripts. The action manager stores an unneutralized VIDEO element and onerror handler in an alert action name, then renders it when the action is tested. An authenticated console user must edit and save an action name, and testing that action runs the stored handler in the rendering user's browser session.
