Private project discovery via comment-link URL contrast

Information disclosure in GitLab CE and EE 10.6 through 11.11 allows remote authenticated users to discover private project URL slugs. When a crafted issue link is placed in a comment, the rendered destination changes for an existing private project but remains unchanged for a nonexistent project. Any logged-in user who can post a comment and guess a group and project name can use that link-destination oracle to confirm only that the private project exists.
