Milestone metadata disclosure via missing authorization

Improper access control in GitLab CE and EE 8.13 through 11.11 allows remote authenticated users to read restricted milestone metadata. The project Search API's milestone scope returns milestone objects without enforcing the project's Only Project Members restriction. Any signed-in non-project member can enumerate titles, descriptions, dates, states, and milestone URLs from affected public projects.
