Unauthenticated decryption via UserId padding oracle

Padding-oracle exposure in ONAP Portal through Dublin allows remote attackers to decrypt data encrypted with the UserId key. The processSingleSignOn endpoint accepts modified UserId ciphertext and reveals distinguishable padding outcomes, creating an oracle against the shared symmetric key. No authentication or user interaction is required, and every Portal setup exposes information protected by that key.
