Disk exhaustion via multipart length integer wraparound

Integer overflow in PHP 7.2.x before 7.2.31, 7.3.x before 7.3.18, and 7.4.x before 7.4.6 allows remote attackers to fill disk via multipart uploads. In main/rfc1867.c, signed length counters wrap for oversized field values, while an int cast truncates an oversized array-style upload field name; both become huge allocation sizes. HTTP uploads and multi-gigabyte size limits are required, and allocation failure stops cleanup, leaving earlier upload temporary files to accumulate until storage is exhausted.
