Object prototype manipulation via unchecked __proto__ keys

Prototype pollution in Vega vega-util before 1.13.1 allows remote authenticated users to alter inherited properties via crafted configuration objects. mergeConfig passes enumerable proto keys to writeConfig, which assigns them into ordinary objects without rejecting the prototype setter. A consuming application must pass attacker-controlled configuration data to mergeConfig; successful exploitation changes Object.prototype properties inherited by other objects.
