Memory disclosure and crashes via undersized DCI buffer

A buffer over-read in Qualcomm Snapdragon diagnostic services allows local users to read memory and interrupt affected devices. DCI command processing reallocates its command buffer without reserving the capacity required for the new data, permitting an out-of-bounds read. Low-privilege local access is required; successful exploitation exposes memory contents and can crash the device, without a reported integrity impact.
