Permission bypass in Android 7 through 9 Download Provider allows local users to read and rewrite downloaded files without granted permissions. DownloadProvider.java accepts sequential public-download content URIs, limits columns but not rows, and lets openFile() trust the same query result. Any locally installed app, without permissions or user interaction, can enumerate download metadata and read or overwrite existing file contents.
