Media service crash via unchecked motion-vector index

An out-of-bounds read in Android 7, 7.1.1, 7.1.2, 8, and 8.1 libvpx allows remote attackers to crash media processing. The mv_err_cost function in mcomp.c uses unchecked motion-vector-derived row and column offsets to index mv_cost arrays beyond their bounds. Exploitation requires user interaction; successful input processing interrupts the affected media service without granting data access or code execution.
