Unauthenticated file disclosure via encoded path traversal

Path traversal in Softneta MedDream PACS Premium 6.7.1.1 allows remote attackers to read arbitrary server files without authentication. The nocache.php endpoint uses the URL-decoded path parameter to resolve files without blocking encoded backslash parent-directory sequences. A network request can reach files readable by the web process, including system configuration and stored password data; no file write is reported.
